Bart Fonteyne is a higher education governance and funding expert with over 20 years of experience in international cooperation. He specialises in higher education strategy, policy development, change management, and sustainable funding models, working across Africa, Europe, and the Middle East.
He has designed funding strategies and reform models for institutions such as VLIR-UOS, Ethiopia’s national higher education strategy, and Angola’s research funding mechanism. His work with the Pan African University involved developing fundraising strategies across Algeria, Cameroon, Kenya, Nigeria, and South Africa. For the EU, he evaluated and restructured the Madad Trust Fund for Syrian refugees in Turkey, Jordan, Lebanon, and Iraq.
Bart has collaborated with major international funding bodies, including the EU, GIZ, DAAD, NUFFIC, UNICEF, USAID, and the World Bank. He holds master’s degrees in Business Administration and European Studies, alongside executive training from SOAS, LSE, and Vlerick Business School.
