Joseph Hoffman is a senior associate at Paeradigms with extensive experience in higher education reform, public policy, research, and governance. Based in Canada, he has over 20 years of government experience, holding senior roles across education and training, economic policy, trade, social services, labour, and intergovernmental relations.
As a consultant, he has worked with governments and international organisations, including the World Bank, UNDP, EU, IADB, IDRC, CIDA, ADB, and FCDO (DFID), directly or through major international firms and NGOs. Since 1984, he has led and advised on large-scale reform initiatives in Canada and globally, collaborating with policymakers, universities, think tanks, businesses, and civil society.
Joseph specialises in designing and implementing inclusive and gender-responsive reforms, fostering collaboration in multicultural and multinational settings. His expertise spans governance, institutional capacity-building, and policy development, ensuring effective stakeholder engagement in complex reform processes.
