Introduction
Energising Development (EnDev) is a multi donor partnership coordinated by GIZ and RVO that accelerates access to modern energy technologies and services for households, social institutions, and SMEs across 20 countries in Africa and Southeast Asia. To deepen its commitment to gender equality, EnDev seeks comprehensive, practical support that embeds gender responsive and gender transformative approaches across programmes, building on its Gender Strategy, operational guidelines, and prior gender analyses and action plans.
Objectives
1) Provide tailored support to implementing country teams to operationalise gender responsive and gender transformative approaches through GAP development, in country assistance, a helpdesk, and learning formats, using an intersectional lens aligned with LNOB and relevant policies.
2) Guide the design and mainstreaming of five additional GAPs in priority countries, informed by existing analyses and successful approaches.
3) Offer demand driven, hands on support to countries with GAPs to address bottlenecks and catalyse implementation.
4) Facilitate exchange and scaling through at least three webinars, workshops, or peer learning sessions across EnDev focus areas.
Outcome
1) Four Gender Action Plans (GAPs) designed and mainstreamed in alignment with EnDev’s gender framework and country priorities.
2) Six in country support missions providing targeted operational assistance, each documented with a concise workshop report.
3) A helpdesk mechanism offering responsive advisory support to country teams throughout the assignment.
4) A minimum of three facilitated learning formats showcasing best practices to support scaling of gender responsive and transformative approaches.
Background
Since 2005, EnDev has facilitated market development on demand, supply, and enabling environment, supporting 31.6 million people with access to electricity or improved cooking by end 2023. To raise ambition on gender, EnDev established a Gender Toolbox, Gender Strategy, operational guidelines, GFP structure, and budget for LNOB, alongside regional trainings and country Gender Action Plans.
Approach
1) Guiding the design and mainstreaming of Gender Action Plans for selected countries that have not yet developed GAPs, using existing EnDev gender analyses, strategies, and successful approaches.
2) Providing in country, hands on support to teams with existing GAPs to address implementation bottlenecks and strengthen practical application in collaboration with Gender Focal Points.
3) Operating a flexible helpdesk to deliver on request guidance, troubleshoot implementation challenges, and document emerging needs.
4) Facilitating webinars, workshops, or peer learning formats that promote effective gender responsive and gender transformative practices across EnDev’s focus areas.
